rnx upgrade

Update both independently versioned parts of rnx. The command installs the latest engine runtime, or the repo’s configured runtimeVersion, then checks the standalone CLI release channel and downloads a newer verified executable when available. It prints the previous and installed runtime versions, the CLI version result, and the engine release notes in the terminal. The background daemon checks for a new default runtime on startup and hourly; successful interactive human CLI runs refresh the cached CLI release version without blocking the command.
